PUBLIC COMMENT
Layne Glines, representing Healthy Food Ingredients, spoke about their water drainage concerns.
Discussion on previous and current drainage areas of concern. The consensus of the Commission was to ask the Engineer to look into possible cost-effective solutions to the drainage concerns and bring them to the November 19, 2024, Commission Meeting.
ORDINANCE
Approve Second and Final Reading of Ordinance No. 1162 an Ordinance to amend and reenact section 7-03-04 of the Valley City Municipal Code related to event permits.
Commissioner Bishop moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.
Approve first reading of Ordinance No. 1163, an Ordinance to create and enact section 7-04-23 of the Valley City Municipal Code related to prohibited camping.
Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
Approve first reading of Ordinance No. 1164, an Ordinance to create and enact a new section of chapter 11-03 of the Valley City Municipal Code related to a university zoning district.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
RESOLUTION
Approve Resolution 2457, a Resolution Approving Definitive Improvement Warrants, Series 2024 A, B, and C for Paving Improvement District No. 128, Sanitary Sewer Improvement District No. 69, and Water Main Improvement District No. 105.
Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.
NEW BUSINESS
Approve Monthly Bills for the City and Public Works in the amount of $3,018,447.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
Consider request for an early pay out of the final payment of $60,000. to the SRVSB-Water Trail.
Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
Consider the Visitors Committee recommendation to approve the Image Enhancement Grant Application for Grotberg Electric in the amount of up to $7500. for renovations to the exterior of the current building at 1109 West Main St.
Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
CITY ADMINISTRATOR’S REPORT
City Administrator Crawford reminded all with the changes in temperatures happening, you can do different things to help yourself out. People are asking, with Electric, when the 30/30 will be starting for Utilities. The process is determined daily on air and ground temperature. There is no start date set. Construction projects are coming to an end and City Engineer Peterson will give the updates. Lead Line Letters will be going out regarding lines; this notice is required by the state.
City Engineer Peterson gave an update on the Constuction projects that are winding down around Valley City.
Commissioner Erickson reminded all that Elections are coming up. Get out and vote!
Mayor Carlsrud thanked all the Employees and how they take pride in their work, it shows. Thank you to Steve Urness & Paul McDonald for all your time. Thank you to all of you that serve on our Boards and Committees, your time is very much appreciated. Thank you to the Commissioner for serving your community and your investment in what you do.

Hello All,
- We had some rain so the burn ban is off! YAY, but please be careful when burning as fire can get away quickly.
- It is our Chamber of Commerce’s annual “Save Some Bucks & Spend Some Doe” celebration this Friday and Saturday. For those of us who don’t go deer hunting, it’s a great time to head uptown and the weather forecast is favorable. Check out some stores and visit with folks.
- November 11th is Veterans’ Day, a celebration to honor America’s veterans for their patriotism, love of country, willingness to serve and sacrifice for the common good. The armistice between Allied Nations and Germany went into effect during the eleventh hour of the eleventh day of the eleventh month. For that reason, November 11, 1918, is generally regarded as the end of WWI, “the war to end all wars.” Thank a veteran.
- Voting is our responsibility, be an informed voter and be sure to VOTE.
- Are you familiar with our “Find The Good Life Campaign” in Valley City? There are so many great things here which I too often take for granted and perhaps you do too. Thanks to all who developed “Find The Good Life Campaign”.
- What if each of us would commit to executing three acts of kindness this week, how many people would be touched….? Perhaps help someone pick-up leaves, make a friendly phone call to someone you haven’t visited for a while, treat someone to coffee or bring your special someone a flower? “Kindness is contagious”.

Hi Everyone,
- BURN BAN: While we had a quarter inch of rain or so, it was more than a week ago, we are DRY and the Burn Ban is still in place!
- Fun news for the “Open Door Center Art Experience” crew. Congratulations to all the folks who facilitated the securing of significant grant funding from Sheyenne Valley Community Foundation and the North Dakota Council for the Arts. Early projects of the Open Door Center Art Experience involved pottery and ceramic painting with the wares being displayed for sale with Thunderbird Ranch Gourmet Foods. “Hats off” to you all, thank you.
- Property Taxes are used for funding senior centers, schools, airports, fire departments, law enforcement, etc. at local levels. There doesn’t seem to be a sustainable funding plan to replace property taxes so the aforementioned local services could be defunded if property taxes are eliminated.
- Congratulations to Brenda Klein, finance director for the City of Valley City, as she earned her leadership certification through the Leadership Excellence and Development (LEAD) course. LEAD is a workforce development program presented by Missouri River Energy Services (MRES) helping to ensure valuable leaders are in place for its members.
- In 1961 Calvin Griffin moved the Washington Senators baseball team to Minnesota and it became the Minnesota Twins. Our Dad took my brother and me to a Twins – Yankee Game at Metropolitan Stadium that year. Seeing the Yankees in those days was special as they were on television often and we knew more players, Maris, Mantle, Berra, Bauer & Skowron to name a few. Some familiar names for the Twins were Killebrew, Allison, Battey, Pascual and Billy Martin (a former Yankee)! Like you may have heard others say, the stadium grass was the greenest and the field was groomed with a beauty I had never seen. Thanks Dad.

Request for Funding Considerations from the Valley City-Barnes County Development Corporation.
- Small Projects – $27,500
- Resource Development Specialist – $216,000 ($70,000/year for 3 years plus $6,000 for current year ended 9/30/2024)
- Regional Technology Center – $160,000
Jennifer Feist explained the requests and what the funds are used for. Commissioner Erickson asked if Barnes County contributes to these funds as well and was told that they do not.
Commissioner Gulmon moved to approve, seconded by Commissioner Bishop.

Approve Settlement Agreement for issue resulting from Construction at 605 5th Street NW.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

Consider entering Cooperation Agreement in support of Red River Valley Water Supply Project.
Commissioner Bishop motioned to enter into a Cooperation Agreement at 1cfs potable and 1cfs industrial water with the RRVWSP, seconded by Commissioner Gulmon.
Motion passed unanimously.
Approve Voluntary Flood Acquisition Program Guidelines.
Attorney Martineck will make the changes discussed at the Finance Meeting and update the current Policy.
Commissioner Bishop moved to approve, seconded by Commissioner Gulmon.
Motion passed unanimously.
Consider offer to sell N15’ of Lot 8, and all of Lot 9, Block 10, Weiser’s Addition to the City of Valley City (231 9th Ave NE), as part of Flood Acquisition Program.
Commissioner Magnuson moved to approve the Agreement as previously drafted, seconded by Commissioner Gulmon.
Roll Call Vote: Erickson – Nay Bishop – Nay Magnuson – Yay Gulmon – Nay Carlsrud – Nay. Motion Failed.
Commissioner Gulmon moved to make an offer to purchase 231 9th Ave NE, in the amount of $139,000. and to follow the Flood Acquisition Program Guidelines, seconded by Commissioner Bishop.
Motion passed unanimously.
CITY ADMINISTRATOR’S REPORT
City Administrator Crawford gave an update on the release of funds for the 2023 December Ice Storm Emergency. Funding was held up do to a software issue.
Finance Director Klein shared that the 2023 Audit is complete and that Brady Martz will be at the November 5th Finance meeting to do a brief overview.
Fire Chief Magnuson reminded us that October 6 – 12 is Fire Prevention Week. Huge thank you to the Team which is made up of 2 full time and 38 volunteers and all they do for the City & County with covering over 15 Townships. A special thank you to the spouses and significant others who support them. You are welcome to visit the Fire Hall anytime. He also shared the dates for the Annual Battle of the Badges Blood Drive to be held on October 8 & 9 at Stoudt-Miller Car Dealership.
Lieutenant Rustebakke stated that with October upon us, parking restrictions have gone into place regarding boats and campers as well as overnight parking downtown.
City Engineer Peterson gave an update on the Construction projects happening around Valley City.
Commissioner Gulmon reported on the financial position of the City. Sales tax is up 8.4% from last year at this time.
Mayor Carlsrud thanked all the City Employees for their work on cleaning up and preparing for the fall weather. Thank you to those that have been working on the budget & audit and getting that taken care of. Thank you to Steve Urness for his reporting.

Hello Folks,
- Last Friday’s little rain, our gauge showed .25 inch, provided clean, fresh smelling air to breathe. After a month of breathing dusty air, it was a Blessed treat.
- Halloween is just around the corner and there will be numerous fun parent & kid friendly events preceding and on Halloween. Please check the “Valley City App”, the Chamber Eblast, the T-R and KOVC for details. Enjoy & be safe.
- While walking recently, I have observed more drivers yielding to pedestrians in crosswalks. Thank you to said drivers as it is for people’s safety and usually only takes seconds. “Courtesy is contagious, catch it”.
- At our last Missouri River Energy Services (MRES) & Western Minnesota Municipal Power Agency (WMMPA) meeting, it was announced that WMMPA earned an Aa2 credit rating by Moody’s Ratings of New York. This is meaningful to us as MRES Members because better credit ratings bring lower interest rates which reduce our finance costs for wind, solar, hydro, oil and gas generation projects.
- When we were kids in Wolverton, MN, our Mom “finessed” us into raking leaves by letting us bake potatoes in the burning pile of leaves. Those days allowed leaf burning so Mom wrapped potatoes with aluminum foil, and we placed them in the fire to bake. Waiting for the fire to burnout so we could get the potatoes seemed like it took f-o-r-e-v-e-r! Finally, we could dig them out of the ashes and try eating them, some were done, some weren’t, which didn’t really matter as we had some ownership in the process and had nearly forgotten the drudgery of raking leaves! Mom was smarter than we were, imagine that!! Thanks Mom.

Hi Everybody,
- Valley City and Barnes County continue being in a “burn ban” as grasses, stubble and bushes are tinder dry. A recent report from the Tioga – Ray area fires indicated 88,934 acres have been burned so far. Please be prudent.
- Kudos to the volunteer firefighters and their commitment to serve. Along with Ray, Tioga and area fire departments, ten trucks with volunteer firefighters traveled about seventy-five miles to help battle the fires. Blessings and thank you all.
- Are you aware of the “Valley City App”? It is a place to find pertinent information concerning schools and university schedules, parks & recreation activities, job openings, along with church and business news. It is an “informational hub” for everything Valley City and the area. The app is FREE and can be downloaded by searching Valley City in the Google Play Store and Apple App Store.
- If Measure #4 is passed, only another ballot measure could make needed adjustments. Constitutional language can only be changed by another tax ballot measure and election. If Measure #4 is defeated, local control remains and customized Property Tax Reform can be enacted legislatively.
- A long time teacher and coach, Darrell Olson, writes a weekly column named “Friday Sports Wrap” (FSW) with a plethora of topics from family, small towns, the region & nation. See an FSW excerpt below and thank you Darrell. “I have come to realize that my sisters and I were driven by a powerful word: The word is “should.” Consider these options:
- The Obligatory Should: “I suppose we should go to their open house, they came to ours.”
- Doing the Right Thing Should: “Of course we should, they have been our friends for a long time.”
- Seeking Agreement Should: “Should we go to Mr. Steak for supper?” The speaker has already made the determination and is looking for agreement.
