Housing Incentive Program

The City of Valley City, Valley City Public Works, and Valley City Parks & Rec provide incentives to the purchaser of newly constructed home(s). Incentives are available for reduced fees on select Valley City Park & Rec memberships and a closing cost, appraisal, or construction cost allowance.

Homestead Property Tax Credit

The homestead property tax credit is a North Dakota property tax credit that reduces the property taxes of eligible individuals.  Eligibility requirements:

  • Individuals who are 65 years of age or older, or individuals who are permanently and totally disabled
  • And if your income is $42,000 or less per year

Renaissance Zone Application

Eligible commercial and residential properties are indicated in Valley City’s Renaissance Zone Map.

For a new Renaissance Zone project (this includes new construction, rehabilitation or closing): Approval may take up to 4 weeks.

To apply, submit completed Renaissance Zone Application and Certificate of Good Standing from the ND Tax Commissioner.

To request a transfer of a previously approved Renaissance Zone project (this may occur after closing):

Submit Certificate of Good Standing from the ND Tax Commissioner (request is made on this form), statement certifying this is your primary residence, and statement regarding closing (purchase) date.

Image Enhancement Grant for Historic Building Renovation

The Service & Retail Sales Tax grant fund is implemented by Valley City Ordinance No. 800 under the authority of NDCC 40-57.3. In the case of the Image Enhancement Grant for Historic Building Renovation, the monies raised by a 5 percent of one percent sales tax are to be used to assist in the rehabilitation of retail and service businesses, including but not limited to, structural renovations or improvements and expenditures that will enhance the overall image of the business while protecting the historic integrity of the building.

The grant award generally does not exceed $15,000 with a 1/1 cost ratio shared with the applicant.

Awards will be based on specific program guidelines that target building renovation for buildings 50 years old or older within the Central Avenue commercial district shown on the attached map.

Image Enhancement Grant

The Image Enhancement Sales Tax grant fund is implemented by Valley City Ordinance No. 800 under the authority of NDCC 40-57.3. The monies raised by a 5 percent of one percent sales tax are to be used to assist in the expansion and start-up of retail and service businesses, including but not limited to, structural improvements, equipment and expenditures that will enhance the overall image of the business and the commercial districts of the community. The grant award generally does not exceed $5,000 with a 1/1 cost ratio shared with the applicant. Awards will be based on specific program guidelines that target appropriate building renovation and job retention/creation.

Project Maximums: Landscaping $1,000; Signage $1,000; Appropriate building renovation $5,000 total grant funds.

Any service/retail business located in the lots immediately adjacent to the entire length of Main Street or the Central Avenue lots shown on the attached map may apply for grant funds for business improvements.

b. Churches
c. Non-profit Healthcare
d. Housing
e. VC Public Schools
f. VC Park District

*Exclusion for up to 25% of grant funds may be used by the City annually for three years for streetscape
projects.
